S.A.F.E. (Safe Access for Everyone) Program
Improving Sidewalks for Safety, Accessibility, and Fairness in London, Ohio
The S.A.F.E. Program is a London City Council initiative focused on upgrading sidewalk infrastructure with a commitment to public safety, accessibility, and equitable investment in all neighborhoods. Its goal is to ensure residents of all ages and abilities can move safely through their communities.
Program Timeline
December 2024 – Defining “Safe” Sidewalks

City ordinances were too vague to enforce sidewalk safety standards.

Council amended Section 660.05 to clearly define a “safe” sidewalk (Ordinance 212-24).
January 2025 – Creating a Fair System

Council sought a fair, unbiased way to identify and prioritize repairs.

Based on the success of a street grading system, Council introduced Resolution 102-25 to authorize a sidewalk grading company.
February 2025 – Council Approval

Resolution 102-25 passed unanimously (7–0) as an emergency measure.

Authorized immediate hiring of a sidewalk grading company to begin evaluations.
August 2025 – Delays and Work Session

The grading company was never hired due to confusion over who was responsible for signing the contract.

A Council “work session” was held, but attendees, including Councilmember Greg Eades and members of the public, reported little progress.
Current Status
